It's a small difference as it pertains to quizzes. Option A keeps the quiz as an activity open, but prevents students from attempting the quiz. What the student can see in this case is the quiz description and other details about the quiz, such as the number of attempts they get and the date the quiz becomes available. Option B hides the activity entirely until the proper date is reached. This is the equivalent of clicking the eyeball icon and hiding the activity altogether. In this case, students won't be able to see quiz descriptions and time information.

Option B is a feature present on all Moodle 2 activities and modules, while A only applies to quizzes.
