There are a few reasons why this could happen:

  1. Is it before the semester begins? Students are populated into classes two weeks before the start of the term, so that you can contact them via the course news and announcements forum. They won't have access until the first day of the term. Note that this applies for intensives as well: the term's start date matters, rather than the course's start date.
  2. Is it after the semester, and is your course cross-listed? If so, you'll need to contact FIC. FIC will need to go to your metacourse and enroll the users once again with a student or course view role. 
  3. Is it during the semester? If so, something's gone very wrong, and please contact FIC immediately.
